Personally I would choose either 7mm 08 or 308. If your building a gun from scratch I would opt for the 7mm 08 Ackley.
However, as you've stated you want a flat shooting caliber and although deviating here from personal preference if you want a flat shooting caliber with ability to purchase ammunition then I would consider the .270 Winchester.
At 200 yards the 270 Win will shoot dead flat and retain enough energy to kill with authority.

Thanks for all the input guys a really appreciate it! All the input does, however, confirm my worst fears.... The boring old .308 is the most practical calibre for what I want.
I would definitely consider a .270 but the variety of different factory loads is far surpassed by the .308.
The story will change in 12 or so months time when my circumstances change and I have the ability to reload...

It may be boring but it is only boring because it is a decent round. You'll be able to buy match grade ammo and hunting ammo for any purpose in just about every gun shop. If I was going to be a one gun person and I didn't have my swede then it would be a 308.

A boring round is generally a proven round. A t3 in 308 would be the go. Will get good money if you want to trade up or just jam another barrel in when you want to change calibre.

Cant beat the 30'06 for what your after, plenty of choices for ammo too.
Though if you want to be out of the normal - then the .257 Roberts is the way too.
